  • The applicant shall be of Omani nationality .
  • The applicant shall not be less than (23) years of age. If he is married he shall not be less than (21) years of age unless he proof that he is the only breadwinner for his family .
  • The requested land shall be in the province or the region to which he belongs or at his place of work.
  • The applicant have not been granted previously any residential land or a social house.
  • A copy of valid passport / ID of the applicant .
  • A copy of valid passport / ID of the spouse .
  • A copy of a marriage contract if the age of the applicant is not less than (21) years .
  • A recent certificate to prove employment ( for applicants who are not belonging to the province or region where they works ) attested by the governmental unit or by the Public Authority for Social Insurance if he works in the private sector with an indication of the workplace.
  • Citizen is entitled to one plot of land only in the governorate or region to which he belongs or at his workplace.
  • You are entitled to this if you are a resident or working in the Governorate of Muscat only, provided that you have not been already granted a residential land where you lived or worked previously.
  • Yes , you are entitled knowing that priority of grants is given to those who do not have a residential land when submitting the application .
  • Application is changed as per the address registered in the ID card as a permanent residence .
  • Land request shall not be inherited, but if the deceased already had drawn lots , the heirs shall proceed with the procedures for the issuance of title in the name of the heirs.
  • You are entitled to do so if the study proves that you are the sole breadwinner of your family especially if you're an orphan , knowing that the mother has the right to register for an independent request if she is still alive.
  • The ministry usually does not consider such documents and the citizen should review the Civil Status Department of the police to change the place of his permanent residence as a condition for accepting the request.
  • The Royal Decree No. (125/2008) states that “The land shall be granted whenever or wherever it is available in each province or region and as per the housing plans, and priority of request". Therefore , lands are distributed in accordance with this article.
  • A Housing Unit is a dwelling that constructed by Ministry of Housing for the citizen in his area , provided that the monthly income of the husband and his wife shall not exceed RO (400/-) (Riyals Omani Four Hundreds) .
  • The housing assistance is a non-refundable amount of (RO 20.000/-) Twenty Thousand Riyals spent by the Ministry to construct, restore, rebuild, or make any additions on a residence , and shall be considered as a gift from the state, provided that the total monthly income of the applicant does not exceed (RO 300/-) Three Hundred Riyals when submitting the request and at reaching his turn.
  • An interest-free housing loan granted by the Ministry of Housing for limited income citizens . This loan is recovered by easy monthly installments not exceeding (25%) of the monthly income and without any interest , provided that the total monthly income of the applicant should be between (RO 301/-) to (R.O 400) when logging the request, and not exceeding (R.O 500/-) Five Hundred Riyals at reaching his turn . In case of the work of applicant’s wife , the total monthly income of both shall not exceed R.O (600/-) six hundred Riyals .
  • Twenty Thousand Riyals paid in a monthly installments not exceeding (25%) of the total income of the borrower.
  • The applicant should be of Omani nationality,
  • The applicant shall not be less than twenty-three years of age, whether a male or a female except otherwise he proves that he is married and his age not less than twenty-one years or that he is the only breadwinner for his family at the time of submitting the application ,
  • The applicant or his spouse should not be an owner of a house adequate for living or had disposed it by any form of legal actions in order with the aim of benefiting the provisions of this Law,
  • The applicant or his spouse should not have previously benefited of a residential unit, subsidiary or loan in accordance the provisions of the aforementioned Social Housing Law or any other laws or regulations facilitating the construction or owning a house,
  • The applicant should not be working in an entity that has a housing loan regulation for its employees , with the exception otherwise if the employees retired and had never obtained a housing loan from his previous work entity
  • The applicant or spouse should not be an owner of any real estate or land, equivalent to the value of the housing unit or housing assistance or loan with the exclusion that the if the aim of application is to execute a project on the same site.
  • It is granted for the following cases:
  • A married man or a breadwinner for his family or for his minor brothers who their father died.
  • Divorced or abandoned woman incubator to children under a court ruling.
  • The widow that has children underage under her care
  • Woman married to non-Omani and has minor children living with her permanently and continuously in the Sultanate , provided that the monthly income of the husband do not exceed (RO 300/-) Three hundred Riyals.
  • Brothers and sisters who have no breadwinner whether from the parent or branch.
  • The prisoner's family, whose imprisonment more than five years.
  • Omani minor children who their father died, and their mother is not of Omani nationality.
  • It is granted for the following cases:
  • A Worker who is married or breadwinner of a family.
  • A divorced working woman incubator to children under a court ruling.
  • A working widow, who has children under her care.
  • Unmarried working woman and the only breadwinner for her family.
  • A working woman who is married to non-Omani and has minor children living with her permanently and continuously in the Sultanate , provided that the monthly income of both spouses do not exceed (RO 400/-) Four Hundred Riyals
  • You can submit an application in two cases only if you are married or if you are the only breadwinner of your family.
  • Yes, you are entitled to appeal to the Minister within sixty days from the notification date of the decision, provided that the Minister's decision is the final decision.
  • Rejection occurs in two cases : if the applicant submitted incorrect data about his condition or deliberately concealed the data that should be submitted or if the applicant caused a delay of work without any excuse for a period exceeding sixty days from the date of operation order, in the cases of the housing assistance or a loan.
  • Beneficiaries are exempted for one-time from paying fees for issuance of title deed or for sale or mortgage or redemption with regard to the land or dwelling unit.
  • You have no right to sell or lease it for a period of ten years.
  • Yes , there are committees under the chairmanship of His Excellency, the Wali of the region, where the housing units is executed ,and under the membership of a representative from the Ministry of Regional Municipalities and Water Resources and a representative from the Ministry of Social Development and two representatives or more from the Ministry of Housing to study the distribution of the units to eligible people of the region and who had registered applications in the program of housing assistance.
  • Yes, there is a permanent committee for housing assistance to study the registered requests for housing assistance which reached its turn , headed by Director General of Housing Projects in the Ministry and the membership of representatives from the Ministry of Social Development and the Ministry of Regional Municipalities and Water Resources and the Ministry of Interior as well as Oman Charitable Organization
  • Yes, there is a committee to study the housing loans applications chaired by H.E. the Undersecretary of the Ministry and a membership of at least five members of the Ministry staff.
  • The borrower bears the cost difference of the project, provided it should be not more than( RO10.000 )Ten Thousand Riyal .
  • The loan is paid in a monthly installments not exceeding (25%) of the total income of the borrower.
  • Yes, the Ministry of Housing bears maintenance for a period of one year.
  • The Minister of Housing is entitled after the approval of the Ministry of Finance to exempt the borrower from paying the loan installments if the monthly income is less than RO 300 after granting the loan and his living conditions so warrant.
  • You are entitled in case of the applicability of the conditions of housing assistance and one of these conditions that the amount of the monthly income should not exceed (RO 300).
  • The application is converted to a housing loan provided that the total monthly income of the applicant between RO (301) to RO (-/400) when logging the request.
  • Yes, you can convert the loan to a housing assistance and vice versa in case of its conformity to the conditions.
  • Yes, the request goes to the minor children in case of death with regard of housing units and housing assistance requests.

  • Yes ,the Ministry represented by the Department of Financial Affairs prepares a monthly statement position of the payment of housing loans.
  • The borrower starts payment of the loan after nine months of the issuance of the operating order in cases of construction or extension or completion or maintenance, while in case of property purchase the payment begins after sixty days from the date of disbursement of the loan.
  • The application should be attached with the following documents:
  • Copy of passport and ID card of the applicant and spouse.
  • An official salary certificate from the employer. Craftsmen should provide an income estimation certificate approved by the Sheikh and certified by the Wali.
  • A copy of the marriage contract and birth certificates of children
  • Acknowledgment of not having any other source of income.
  • A bank statement for six months upon application submission and upon reaching the turn .
  • When you receive the initial approval , you must provide the following documents:
  • A copy of the title deed and survey drawing and recent maps of the dwelling certified by the competent authorities provided that it should be approval by the ministry.
  • A valid construction permit for the house required to be constructed or expanded or completed, or for completing a the construction of a house to be purchased.
  • Three quotations from contractors certified by the Ministry.
  • Legitimate testimony from a notary whereby the warrantor ; in the cases stipulated in Article (20) of the Social Housing Law; shall undertake to pay the loan installments as jointly liable with the loan applicant.
  • A recent salary certificate of the loan applicant and a copy of his identity card and passport.
  • A letter from the consultant whereby determines the fees in return of his supervision to the project implementation
